The legal forum “Protection of human rights in Ukraine” took place in NU «OMA» on December 7, 2016. L.V. Yarovaya, Ph.D. in Political Science Professor, Head of Administrative and Criminal Law Department of NU «OMA» made a welcoming speech and noted that the Ukrainian Law Week was started in our country in accordance with Presidential Decree dated December 8, 2008 on the eve of Human Rights Day, the international holiday, which is celebrated on the 10th of December on the proposal of the United Nations General Assembly.
In this regard, Maritime Law and Management Faculty is conducting a series of measures aimed at increasing legal literacy, the cadet’s education and familiarization with human rights issues and mechanisms for their protection, explanation of law and legal institutions in Ukraine. The last decade of Human Rights Day has been held annually under the slogan that elects the UN. The slogan of the 2016 day is “Stand up for someone’s rights now!”, which is based on the Declaration’s provisions on the fact that each of us is obligated to protect human rights.
M.V. Stanischuk, Head of Territorial Administration of Justice in Odessa region made introductory statements and presented the history and characteristics of the Universal Declaration of Human Rights on measures to hold the Ukrainian Law Week in the main Territorial Administration of Justice in Odessa to the cadets of NU «OMA».
Besides, A.S. Pazychuk, the representative of Secretariat of the Verkhovna Rada of Ukraine on Human Rights in Odessa region made a presentation on the statistics of human rights and freedoms’ observance in Odessa region, taking into account the features of discharging their authority.
O.I. Grygoriuk, the First Vice Chairman of the Marine Transport Workers’ Trade Union of Ukraine made a report on the history, activity and international cooperation of the Marine Transport Workers’ Trade Union of Ukraine and answered many questions of the cadets and tutors of NU «OMA».
V.S. Boer, the Leading Specialist of Systematization of Legislation Department, legal work and legal education of the Main Territorial Department of Justice in Odessa region, told about positive and negative consequences of the introduction of the private enforcement institution in Ukraine. Statistical examples were given on the work of state enforcement officers as well.
Y.S. Grigorenko, Lawyer, a member of the Committee on the Protection of Lawyers’ Rights, a member of the Coordination Council of Young Lawyers of Ukraine held the debate on the norms’ implementation of the European Convention on Human Rights in criminal proceedings, as well as the practical enforcement of criminal proceedings under preliminary investigation.
V.V. Polyakov, the Leading Specialist of the Main Territorial Department of Justice in Odessa region reported on the adoption of new Law of Ukraine “On State Service”, obligatory contest for the job position, disciplinary responsibility and financial control of civil servants. Moreover, he suggested the cadets to complete an internship at the Main Territorial Department of Justice in Odessa region.
In summary, it should be noted that the event orginized by Maritime Law and Management Faculty, with the participation of leading experts in the field of human rights protection at all levels was very informative and fruitful. We hope that such event will become regular and traditional for our university.
