The staff of Maritime Law and Management Faculty of National University “Odessa Maritime Academy” took part in the Meeting of the II Regional Round Table “Cross-border Cooperation: Problems and Solutions” from 28 till 29, 2017.
The event was held in Odessa under the auspices of the Project Coordinator in Ukraine of the Organization for Security and Cooperation in Europe (OSCE). The National Prosecution Academy of Ukraine with the General Military Prosecutor’s Office of the General Prosecutor’s Office of Ukraine, Research Institute of Informatics and Law of the National Academy of Legal Sciences of Ukraine, the National Academy of State Border Guard Service of Ukraine named after Bohdan Khmelnytsky, National University of Defense of Ukraine named after Ivan Chernyakhovsky, Odessa State University of Internal Affairs, Ukrainian Association of Prosecutors were the organisers of the Round Table. The representatives of Norway, Poland, Moldova, Turkey and other partner countries of Ukraine took part in the Round Table as well.
During the opening of the Round Table, Anatoly Matios, Chief military Prosecutor of Ukraine, the Deputy Prosecutor General of Ukraine emphasized that the work of law enforcers and law enforcement officers, in particular, prosecutors, in the context of a hybrid war, should acquire new approaches and coordination of joint actions of all interested parties.
The staff of the Maritime Law and Management Department in the name of Galina Poltorak, Senior Lecturer of the Maritime Law Department and Dmitry Osadchuk, Head of the course, Expert in the field of maritime protection (ICTTA), Captain of the 2nd rank (“Acts of terrorist orientation at sea: some international legal and practical aspects”) devoted their reports to the actualization of interaction in such work of all stakeholders in the Southern region as well as in the field of maritime security.
Natalia Savinova, Dean of Maritime Law and Management Faculty, Doctor of Law, Expert in the field of effective criminal and legal policy of the state under the conditions of the information society development delivered a report on “Determination of Terrorism from Terror to Cyberterror”. The report was devoted to an understanding of the common features of previous and new forms of terrorism and terrorization of the population, in particular, and an example of the current realities of the Southern region of Ukraine as well as individual issues of improving the effectiveness of law enforcement agencies in interaction with the population in the Southern region and Ukraine.
At the close of the II Regional Round Table “Cross-border Cooperation: Problems and Solutions”, the meeting adopted a set of recommendations for Ukraine as a whole. Besides, suggestions were made to introduce security measures in the Southern region, including the implementation of improving the level of security in the Odessa region as one of the main priorities of the Strategic Action Plan of Odessa State Administration “Smart Region” for 2017-2019.
