The fourth session of the Sub-Committee on Human Element, Training and Watchkeeping took place in the headquarter of the International Maritime Organization (IMO, London, UK) from 30 January to 3 February, 2017. V.V. Moshkivskyy, the representative of Ministry of Foreign Affairs of Ukraine, Deputy Permanent Representative of Ukraine to IMO; P.G. Bulanovych, Acting Head of the Inspectorate for Training and Certification of Seafarers; V. M. Zakharchenko, D.Eng.Sc., Prof.,Vice-Rector for Scientific and Pedagogical Affairs of National University «Odessa Maritime Academy», Competent Person for IMO were the Ukrainian representatives at the meeting.
Topical issues of Training, Certification and Watchkeeping for Seafarers were discussed during the session, including: IMO model courses; Guidance for the implementation of the 2010 Manila Amendments to the International Convention on Training and Certification of Seafarers and Watchkeeping, 1978; Role of the Human Element in the safety of navigation; Comprehensive review of the International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel; Revision of the Guidelines on Fatigue of Seafarers and other issues.
V. M. Zakharchenko, Professor, participated in the Working Group № 3, established by the Subcommittee on Studying Issues of Seafarers’ training and Guidance for the implementation of the Manila Amendments to the STCW Convention.
