On 1 June 2026, the National University “Odessa Maritime Academy” and the Maritime Anti-Corruption Network (MACN) concluded a Memorandum of Understanding. The document establishes a framework for practical cooperation, aligned with international standards, in the field of integrity in the maritime sector.

The Memorandum was signed on behalf of the University by Acting Rector Professor Vadym Zakharchenko, and on behalf of MACN by Chief Executive Officer Cecilia Muller Torbrand.

The purpose of the cooperation is to support integrity and transparency reforms in Ukraine’s maritime sector, including the training of seafarers; to reduce corruption risks and the related operational inefficiencies affecting vessels and crews; and to raise the awareness of cadets, as future seafarers, of international standards on the prevention of corruption in seaports.

As part of the Memorandum, the Parties intend to exchange information and good practices on maritime governance, port State control and safety at sea, to deliver lectures, training sessions and masterclasses for cadets, and to carry out capacity-building activities and training in integrity and ethical leadership. MACN will be able to share educational materials with the University, including videos aimed at cadets. The cooperation is grounded in the principles of integrity, transparency, legality and mutual respect, as well as a policy of zero tolerance for corruption.

MACN will cooperate with the University both directly and through its partner in Ukraine — ANK Law Office (Odesa).
